It is a documented, photographed, and professionally verified record of what happened to me and my family – and what continues to happen to ordinary people across Europe – because a corrupt system protects criminals instead of stopping them.

This is the story of a defective Mazda Car, a fraudulent roadworthy certificate, a government‑protected corporate & possible insurance scam, and a judicial system in Estonia that refuses to enforce its own judgments.


A Statement of Certainty and Suspicion

I begin this testimony with a clear distinction.

What I know for fact:

This is a corporate scam. ALM OÜ and AutoJarelMaks24 sold me a dangerously defective Mazda accompanied by a fraudulent roadworthy certificate that endangered my life and the life of my family. The Estonian courts ruled in my favor. The Ministry of Justice has refused to enforce the judgment. That is not failure. That is protection. Corporate criminals are being shielded by the very government agencies meant to stop them.

What is yet to be determined – but strongly suspected:

This also appears to be an insurance scam. The pattern is unmistakable: defective, dangerous vehicles are systematically passed through fake inspections, dangerous defects concealed, sold to unsuspecting buyers by motor trade showroom professionals, and then written off or repaired cheaply while insurance companies profit. I cannot yet prove this element completely – not because the evidence is weak, but because the Estonian government refuses to investigate. The lawyer hired in the case also shared his thoughts that this smelled of an insurance scam. And their, the Estonian government authorities refusal to investigate speaks louder than any denial.

Why would a government refuse to investigate a suspected corporate and insurance scam involving dangerous vehicles that endangers life?

The most logical – and most disturbing – answer is that they are protecting something. And if they are protecting it, the scam is not just corporate. It is systemic. It involves the very authorities who should be investigating it.


This Smells of a Government‑Protected Corporate and Insurance Scam

You do not need a confession when the behavior of the accused tells you everything.

  • A fraudulent roadworthy certificate is discovered by a certified testing center.

  • The buyer presents clear evidence to the court.

  • The court issues a judgment in favor of the buyer.

  • The Ministry of Justice does nothing to enforce that judgment.

  • The companies continue to operate.

  • The dangerous vehicle remained in costly storage in my possession, undrivable, as physical proof of the fraud, until it was ordered to be destroyed by a government official in Finland who did not have the authority to do so.

  • No investigation is opened. No officials are held accountable. No insurance audit is conducted.

That sequence of events is not random incompetence. It is a pattern of protection.

And when a government protects a corporate fraud that also benefits insurance interests, you do not need a signed confession to call it what it smells like: a government‑protected corporate and insurance scam.


1. The Mazda Car That Could Not Legally Be on the Road

I purchased a Mazda through ALM OÜ and AutoJarelMaks24 – companies that I would later discover have a long, documented track record of fraud and illegal activity. Almost immediately, it became clear that the Mazda vehicle was dangerously defective when subjected to a very dangerous life threatening situation that put the lives of me and my family at risk.

The Mazda car had to be rescued after the event unfolded and taken to a certified recovery and test center – a professional, independent facility in Helsinki, Finland with no connection to the sellers in Estonia. Their inspection revealed the truth:

  • The Mazda car had defects so serious it should never have passed any roadworthy test.

  • The roadworthy test certificate that accompanied the Mazda vehicle was fraudulent. It could not possibly have been issued honestly for this car in this condition, see photographs on website.

  • The Mazda vehicle was – and remained – a danger to anyone driving it or sharing the road with it and so it was destroyed because the further storage was not permitted.

I have photographs of the defective Mazda car. I have the certified reports from the recovery and test center. I have the fraudulent roadworthy certificate. All of this evidence is now being uploaded to this website for Interpol to investigate and the world to see.


2. A Fraudulent Certificate – A Deadly Gamble

Let me be clear about what a fraudulent roadworthy certificate means.

It means someone - whether the seller, a corrupt inspector, or a complicit testing facility - deliberately signed a document stating that a defective car was safe to drive. That is not a paperwork error. That is not a misunderstanding. That is criminal negligence that endangers human life.

Every day that Mazda car was on the road, every kilometer it drove, every family that passed it on the highway - they were all at risk because someone chose profit over safety, and the system chose silence over justice, putting an innocent family and all other lives at risk.

This is not an isolated act of fraud. This smells like a government‑protected corporate and insurance scam – a scheme to offload very dangerous, defective vehicles onto unsuspecting buyers, knowing that the authorities will look the other way.

Why would they look the other way? Because insurance companies profit from repaired or written‑off vehicles being returned to the road. Because testing centers are not held accountable. Because the Ministry of Justice does not enforce court judgments against the criminals who run this racket.


3. The Estonian Court Judgment That Means Nothing

I took this matter to court in Estonia. The court ruled in my favor. Judgment 2‑20‑7360 was issued.

A court judgment is supposed to be the end of the dispute – the moment when justice is done and the wrong is corrected.

Instead, the Estonian Ministry of Justice, the judicial system, and the executive branches of government have done nothing.

  • The judgment is not enforced.

  • The criminals continue to operate.

  • The defective Mazda car remained a danger and resulted in excessive storage costs until destroyed.

  • And I am left with a piece of paper that says I am right – and a government that refuses to act on it.

That is not justice. That is a fraud on the court. That is a dereliction of duty by the Minister of Justice, the Chancellor, and every judicial representative who swore an oath to uphold the law and then broke that oath through inaction.

Let me state the following for the public record:

  • The Ministry of Justice is on notice of liability. They have been informed. They have chosen inaction. That choice makes them complicit in the ongoing fraud and endangerment.

  • Every official who knew of this judgment and failed to enforce it is guilty of dereliction of duty, and in my assessment, misprision of felony – concealing known criminal activity.

  • The fraudulent roadworthy certificate is not a civil matter. It is a criminal act that puts lives at risk. Those who issued it, and those who protect those who issued it, share that responsibility.

  • The Estonian judicial system has revealed itself, in this case, as a protector of criminals, not a defender of the people.

I do not say these things lightly. I say them because I have the documents, photographs, and professional reports to prove every word.


5. A Warning to Every Driver in Europe

If they did this to me, they are doing it to others.

This is not one bad car. This is a system – a network of corrupt sellers, complicit test centers, silent regulators, and useless courts – that allows dangerous defective vehicles to remain on European roads.

Every time you see a car that has been in a serious accident, repaired cheaply, and passed a fake roadworthy test, you are looking at a potential killer. And the people who could stop it – the ministers, the judges, the enforcement officers – are doing nothing.

Why? Because they are protected. Because the same system that is supposed to hold them accountable protects them instead. Because they have learned that inaction has no consequences – but exposing the truth does.

  • Taking this fight beyond Estonia - to the European Courts, to Interpol, to the public, to the press, and to anyone who still believes that government should protect people, not criminals.

7. A Final Word to Minister Liisa‑Ly Pakosta

Minister Pakosta,

You have been notified. You have been placed on notice of liability. You have a statutory responsibility to enforce the court’s judgment and to ensure that fraudulent roadworthy certificates are investigated as the criminal matters they are.

If you continue to do nothing, you are not neutral. You are complicit. You are protecting criminals who put lives at risk on European roads. And when the public finally sees the evidence – which they now can – they will know exactly who failed them.

I urge you to act before this becomes not just a court judgment that was ignored, but a preventable tragedy on the road that could have been stopped.
